What steps will reproduce the problem?

After finishing the disk 1 then try to insert the second disk using swap

What is the expected output? What do you see instead?

The game to continue

But instead I see: This is not Code Veronica disk 2

What version of the product are you using? What build? What plugins?

nullDC 104_r67

On what kind of system?

My system specifications are as follows:

Operating System: Win7 
CPU: i3
Video Card: Intel HD Graphic
Sound Card: Realtek

Please provide any additional information below:

My Disk 2 is 100% working and i have verified and using Exboot it will work
but it's not working for me, i think it's because i have 64bit windows and it 
needs 32bit. this problem is old enough so maybe there is another fix.

it's a CCD so i have converted it to CDI, i have done it with the first disk 
and no problem at all.

Then the problem is with the disc you have, not with the emulator.

i have done this, and finished the first disk so i don't think problem is form 
it and to make sure i have converted the disk 2 several times and same result.
but anyhow is there another GDRom plugin. like mabye read form a cd or a 
mounted image or maybe read ccd files.

As I said, it's a fault of the disc. If you write the image on a CD-R and try 
it on an actual Dreamcast, it will have the same behavior.
