Add a !rebracket command to create a new set of rounds when rebracketing is ready. This should probably be a two-step command, where !rebracket changes the stage to one where the bot prompts you for the new brackets, and then accepts the TD's next message as the new bracket.
The bot should create a new round-robin (or custom schedule), and create the rooms for that.
