Excel (NAQT) scoresheet should support tiebreakers #76

!exportToFile doesn't use the tiebreaker fields, so questions 25-29 won't be tracked (and we don't let you export the scoresheet). We should handle tossups 25-29 as tiebreakers, so they would be tossup only.

I have a fix for this, it should be in at least 3.8.0.
