Rename to ac-local #140

Rename this repo and symbols (mostly CMake symbols, that is) to ac-local.

This emphasizes that this repo is for local inference only and is distinct from, say, the server one.

Well... let's count this as done. Come to think of it renaming the CMake symbols wasn't such a good idea
