Here are the steps taken by me for #42 in https://github.com/alpaca-core/ac-android which might also be suitable for this issue

See for conventions about library names and repo structures for Android libraries. In my case I found that there are no conventions for names and only loose ones for directory structure.
From here on out, track individual finer-grain issues in the new repo and not here
Following the discoveries in the previous step create new repo and add a trivial library which exposes a simple C++ function to Swift. In my case I created the library alpacacore.aw which exposes a simple integer addition function
Determine a way to do async coms. One that is appropriate for the platform and in your lib create a simple async function whose result is calculated in a C++ thread. In my case I chose Java callbacks and added asynchronous integer addition
Add this repo as a submodule in the new repo (unless there's any development in #106 pointing otherwise)
Wrap/port ac::Dict and add tests. This will be the way dicts are passed between the platform and the C++ code
Create a demo/example which uses dummy inference with a synthetic model (no assets yet).
Reconvene to discuss assets
