Add GUI for displaying discards #6

Closes #5.

Since looking at the discards is against the rules, the display is only available if the new "Public Discard?" toggle is selected when starting the game.

So far I have only tested in hotseat mode. I'll comment here once I've tested in multiplayer.

I just tried this multiplayer for the first time, and other players reported the dialog disappearing when they didn't do anything, so maybe I'm doing something wrong there. I'm not sure how to actually test multiplayer on my own, though.
