Provide creation of or access to test paper accounts for developers #144

Is your feature request related to a problem? Please describe. Provide developers the ability to easily create test accounts especially for OAuth interactions. Alternately, perhaps there could be a fixed set of 'test' accounts already set up which developers could access.
