Update to the latest Bootstrap #233

Right now Alpha is using 3.0.0 (2013), but the latest version is 3.3.6 (2015) so Alpha has fallen way behind: http://getbootstrap.com/getting-started/#download

We will use version v3.3.7 now.

This is an opportunity to refresh all of the JS libs distributed with Alpha: https://github.com/alphadevx/alpha/tree/develop/public/js/vendor

I still need to upgrade the following:

  1. Font awesome.
  2. Modernizr.
  3. Jquery Pagedown Bootstrap.

Jquery Pagedown Bootstrap does not appear to have been updated since 2013, so no need to upgrade: https://github.com/kevinoconnor7/pagedown-bootstrap/releases
