Switch from APIGen to PHPDoc for Alpha 3.1.0 #368

I tried to use the latest APIGen version to generate the Alpha 3.1.0 API docs but it failed on PHP 7.4.16. Looking at the Github for APIGen, that project has not been updated in ~2 years and appears dead.

Suggest switching to PHPDoc instead ASAP: https://phpdoc.org/
