🚧 Update app use public layout component #1033

Updates the app in preparation for using the public layout component. A work in progress.

@injms I just spotted this PR. Platform Health is actually in the process of converting this into a Smart Answer and retiring this app. Hopefully that will happen within the next couple of months, so it might not be worth prioritising this work.

@thomasleese ah, super! Thank you for letting me know. I thought this would be the case, but needed a small frontend app to just see how difficult it'd be to get this working and what steps we'd need to get it live.

Just so I'm sure - is this going to be a simple smart answer in alphagov/frontend or a smart answer?

It's going to be a new Smart Answer in the smart-answers app.
