Update cache format version for Rails 7.1 #1310

This application has been using Rails 7.1 for many months now, so it is safe to migrate the cache format version to the default for 7.1, since we won't be rolling back to 7.0.

This application is owned by the publishing platform team. Please let us know in #govuk-publishing-platform when you raise any PRs.
