wheel package installation should be in requirement file #9

wheel couldn't be part of the csw-backend/chalice/requirements.txt or requiremnets-dev.txt file.

I'm thinking that this behavior is because if wheel is install first, it changes or upgrades the pip version, or alters package installation?
