Fix Concourse pipeline errors for our Concourse Docker base image

Concourse pipeline has been broken since this commit

Task for cloudwatch-health-docker-image shows it's in a paused state (referring to colour key) and the build step has returned a 500 error from Concourse's back-end.

• [x] Check dependencies for cloudwatch-health-docker-image
• [x] Investigate & fix root cause for the cloudwatch-health-docker-image task failure
• [x] Investigate & fux root cause for the build-github-security-dashboard-docker-image <- TBD: check if this dashboard is till being used
• [x] Re-run Concourse pipeline and ensure it's green after running end-to-end

Reset the workers for cybersecurity-tools and re-ran the pipeline, all green across the board
