Refactor pipeline into task files^^^^ #56

We want to move the CSLS container builds out of this pipeline into the CSLS pipeline. To make that easier I'm going to refactor the pipelines into tasks first to make it clearer what's happening.

I'm going to close this and not do it. If we can't re-use the container build task file it makes things less rather than more clear.
