Description:

Updated README to reflect that the site is now deployed to GitHub Pages
Removed the Dockerfile and assorted pipelines as we are no longer deploying it as an app to Kubernetes nor opening a PR to govuk-dgu-charts
Removed nginx configuration and manifest.yml as we are no longer deploying to PaaS
