Document procedures for migrating DNS #45

What

Document where our DNS is configured, procedures for adding and migrating records (making sure the process includes adjustments of TTL to facilitate migration: reduce before to help changes be picked up and rollback, increase once successful to limit number of requests on server).

Why

We're now in control of our DNS zone, so should document the procedures for taking care of it.

Make sure we include getting support from people with DNS knowledge while changes are being made when necessary, to avoid guessing what's going wrong if something happens.

Make sure to include the need to remind of incident process so we can follow it more diligently if something goes wrong.
