Adding Akka-Quartz library #13

The library is a wrapper over akka actor that enables better scheduling of tasks by specifying cron expressions.

It is pulled from https://github.com/theatrus/akka-quartz and added to commons as it was not available on any public repository.

I'm happy to use this, but we can't strip out the copyright notices and drop the licence. Please re-add the copyright notices, add the LICENSE file, and add a README in the akka-quartz file pointing to the original repo.
