Changes to Development environments #599

I'm seeing DS2 RFPs where the client copies and pastes this into the requirements for a development environment for alpha.

Some of these 'required' requirements would prevent using some IaaS platforms that would be good for hosting an alpha, e.g. Heroku/AWS ECS.

Moved 'run own operating system' under desired, perhaps we could also make it clearer that containers are ok?

Relaxed root access requirement and dropped the minimum RAM requirements.

This part of the manual does not consider different phases (discovery, alpha, beta etc) so probably needs a larger change than this. Thanks for flagging, @matthewford.

I would agree, some discovery/alpha's are pretty lofi (PNGs, Axure or HTML/CSS) not sure that these requirements are that relevant in these cases, but people are taking this guidance and including them in RFPs.

I agree that there should possibly be a mention that each phase might have different environment requirements. For now though, this makes sense. I'm going to merge.
