Summary is deprecated

The govspeak content guidance says the summary formatting has been deprecated.

Should the code that creates the markup be removed?

There's also a related issue on static to remove the styles.

This is going to be removed from the components gem (formerly static) in https://github.com/alphagov/govuk_publishing_components/pull/2447, thus solving https://github.com/alphagov/govuk_publishing_components/issues/598
