Summary

This PR does:

expand and improve the documentation on the govNER streamlit app
use a new custom service-account with more limited permissions for deploying the app via Cloud Run
switch to Workload Identity Federation to authenticate and authorise GitHub Actions Workflows to Google Cloud. This is now the recommended and safest option to achieve that.
