Steps takes:

• updated bulk_inference_pipeline/cloudbuild_phase1.yaml with new model name and rebuilt docker image
• created bulk_inference_pipeline/cloudbuild_phase2.yaml and built docker image
• set up VM for phase-2 bulk inference
• created schedule for phase-2 bulk inference
• updated documentation: README files.
