Consider including the "I need to be contacted using a text phone" pattern from Elements #1184

A user raised on support that we haven't included this pattern from Elements.

According to @StephenGill there are at least a couple of departments who use textphone on their helplines so we should consider including it in the Ask users for telephone numbers guidance.
