The names of some patterns can cause confusion when they appear as part of a sentence #1240

What

Feedback from the cross-government working group following publication of 'Help users to understand the impact of an emergency on your service' to add single quotation marks when we reference page names.

Although feedback is for the emergency banner pattern this would also apply to all content on the Design System.

Why

The pattern names are long, and this can make sentences that they appear in confusing to read. Starting the pattern name with an upper case letter is not sufficient, because it doesn't explicitly indicate the end of the name.

Issue scoped to updating this pattern however we will need to agree principles that would apply to the rest of the Design System
