WCAG 2.2 guidance update: Footer || Consistent Help #3008

What

Add content to the Footer component page, instructing that any 'help' content or links in a footer need to be consistently located.

Basically, if there's a 'Help' link or any other type of help mechanism linked to or present in the footer, it needs to be consistently located, as in:

Why

Summarised rom WCAG 2.2: If a web page contains a help mechanism or a link to a help mechanism, that mechanism or link must occur in the same relative order to other page content, unless a change is initiated by the user.

In this case, we have a 'link to a help mechanism' in the form of the 'Help' link. This can be seen in the code example for the 'Footer with links and secondary navigation' section.

We need to specify that:

Content designers (support from accessibility specialist)

Who needs to review this

Accessibility specialist, and one other

This issue appears to already be covered by the existing planned guidance updates in the WCAG 2.2 content updates main guidance doc.
