What

Write an updated draft for the 'Help users navigate a service' pattern.

Why

'More agile' release includes some new decisions for how the header and navigation components work together – particularly placement of service name and navigation links.

Also adds a few new pieces of advice.

Add guidance for external links ‘Choosing and writing service navigation links’:

group these together
open in new window, but warn user if possible
consider putting in body instead

Under ‘Adding other elements’ pattern guidance, mention:

service name location
research needed (link to both Service navigation and Help users to navigate page)
