I've sorted the Top 75 services into 3 research cohorts:

Testimonial cohort Services which have upgraded to GOV.UK Frontend v5. My hunch is these are our most likely candidates to help us create testimonials about the value the Design System provides.

Blockers cohort Services which are on previous versions of GOV.UK Frontend (v4 and below) or don't use Frontend at all. Again, my hunch is we could learn a lot from these services about blockers to upgrading or using our stuff.

Case study cohort Services which are not GOV.UK branded and / or not a live service yet (likely to still be in alpha or private beta). We could make connections with these teams and work with them to adopt the Design System, which would later make a great testimonial.
