Add a section on benefits to the page 'Changes to V5'

What

Describe benefits of upgrading to v5, especially clarify that this is a stepping stone for updating to future releases which will include our components compliance with WCAG 2.2.

Why

To help people understand what they're getting out of the update, as well as negociate taking some time to do the update on their project
