Restore section in the release notes about `govuk-frontend-supported` #374

What

During the last edits of the release notes draft, this section seems to have disappeared and needs adding back.

Why

This is quite an important part of the update process, as without the JavaScript snippet adding that class, our components will be stuck throwing SupportErrors at initialisation.
