Improve documentation of path changes in release notes

Make sure the list of path changes includes the assets
Encourage updating central locations first (Nunjucks' configure, Sass' includePaths, Sprockets load path...)

Current release notes are missing the change of paths for the assets Updating centrally makes it easier to maintain

Asses path has been updated in the draft changelog (internal), as well as Nunjucks and Sass. Need to work out how to help for Sprockets.

Added a new section to the draft CHANGELOG (internal) to explain specific updates for Rails/Sprockets.
