Expand keyboard navigation testing of tabs component #5170

What

Expand the testing of keyboard interactions with our tabs component to include:

navigating past the first tab with the right arrow
navigating pressing the left arrow
what happens when pressing:
- left arrow on the first tab
- right arrow on the last tab

Why

We're only testing that we can navigate to the second tab with the right arrow, but not the other situations listed in this issue
