Tune ECR garbage collection policy. #1298

Keep the last 20 deployed-to-* tags rather than the last 100.
Remove the retention rule for release-* tags since we no longer use that.

This should save some $$$ on Amazon Inspector re-scans (and a lil bit on storage maybe).
