Add a package.lock and .nvmrc file #3

Unlike the prototype kit itself, we will be the only ones managing and maintaining this repo so we should include a package.lock and .nvmrc file

This has value, however there's also value in trying to run this project like one of our users, to make sure instructions work (for example updating). If we want to do that (and that's up for discussion) we need to try and work just in /app.

Also package-lock.json is .gitignored by the kit
