Create branch for v13 docs

What

Set up the repo so that we can start working on the v13 docs. Create a new branch called v13, which has two copies of the current docs, one in a folder docs/v12, and one in a folder docs/v13. Each copy should also have separate stylesheets and assets so that they can look different in future.

We can then setup this branch to be deployed separately on Heroku as a preview.

Why

We want to be able to start making changes in this repo for the v13 docs, while keeping the v12 docs in their current state.

[x] We have a Heroku preview at prototype-kit-docs-v13.herokuapps.com
[x] The preview has both v12 docs and the v13 docs
[x] In future we can make changes related to v13 to the v13 branch
[x] When we are ready we can merge the v13 branch to main
[x] v12 docs should not be indexed by search engines
[x] v12 docs are available at /v12/docs
[x] v13 docs are available at /docs
