Documentation pages don't automatically refresh when developing locally

Cause

We have Browsersync installed for local development, but it doesn't work with documentation pages, because originally the code was based around the prototype kit, where docs were not supposed to be edited by users.

Consequence

We install packages we don't use, and editing locally is more effortful than it needs to be.

Low (to just fix Browsersync. We could fix this with a rewrite of the docs app to a different framework but that would be High effort)
