Add hack to check node_modules exists #23

This is only needed because we are vendoring private govuk-frontend

This PR is done with a prototyping hat on, since we intend to delete this project once we've finished our private beta work, otherwise I would not be happy with this hack.

Let me know if this is OK.

nice, thanks. Wondering if we should start updating the Changelog with each PR, same as Fronted/Design system. Seems like a good approach
