Update vendored GOV.UK Frontend to 0.0.25
Replace removed colour variables ($govuk-highlight-colour, $govuk-page-colour)
Remove cookie banner and previous / next imports as these components have been removed from GOV.UK Frontend
Update check your answers to use renamed govuk-em function
Remove non-existent form-class div around button on check your answers page

Frontend 0.0.23 added a fix for lists which means the old override class fix is conflicting:
