Update vendored GOV.UK Frontend to 0.0.26

Note: wanted to replace GOV.UK Template footer with Frontend footer. Prototype kit layout extends the govuk_template from node_modules so it's not possible to comment it out (as it gets installed everytime and it would wipe out any changes)

We could move the govuk_template out of the dependencies and into the app and then do changes
