We moved from the gov.uk template to Frontend, however there is no cookie banner in Frontend.
When I start the kit locally, this broken cookie banner appears every time on the home page (localhost:3000) and not on other pages.
Design System solution was to add custom code to support a cookie banner, we could probably use it from there
