The Step by step pattern is out of date with GOV.UK Publishing:

@domoscargin has already done the work to update the component in the prototype kit (https://github.com/alphagov/govuk-prototype-kit/pull/1117).

However, we need to figure out a way for users to be able to install the update without their existing step-by-step pages breaking.

This might be a good use case for an extension. Alternatively we could just distribute the prototype kit with two versions of the step-by-step stylesheets.

We will also want an upgrade guide for users who do want to update an existing step by step page.

I think the best way to do this in order to not force users to rewrite their Step by Step html is to release as an extension. Publishing the old version and the new version will allow users to stay on the old version if they need to.

This is almost there, however PR needs to be rebased and the docs changes moved to the govuk-prototype-kit-docs repo. @joelanman are you happy to do that? Or I'd be very happy to.
