What

Users need to create prototypes that look different or have different functionality to standard GOV.UK pages, e.g. NHS, HMRC

Linked to the investigation ticket looking at the NHS fork of the Kit #2167

Why

So they can create realistic prototypes for testing whilst continuing to use the GOV.UK Prototype Kit (they don't have to create their own version)
