Add docs for releasing a new version #410

Add docs to CONTRIBUTING.md, in the same style as those for govuk_template, with examples updated for this repo.

I'm going to do this for a fix that was merged yesterday to review 👍

edit: I've used https://github.com/alphagov/govuk_frontend_toolkit/compare/latest-release...master to check the commit diff between master and the last release, to help with the changelog
