Issue Users are asking whether:

an organisation/department can have a separate Notify account
the free message allowance applies to the organisation/department or the individual service

Change Updated the content on Using Notify to explain that:

if your organisation offers multiple services, you can have a different Notify account for each of them
each account gets its own free message allowance
