This PR contains the work in Specialist Publisher for editors from the Marine Accident Investigation Branch to publish reports. It contains:

Publishing requires https://github.com/alphagov/rummager/pull/302 and content models to be bumped in Panopticon and this.

Now that we've merged https://github.com/alphagov/specialist-publisher/pull/285, is it reasonable to ask that we expand on the "Adding a new finder" section of the README in this PR?

This all looks good to me. Happy to merge after the question on updating the README is answered (And content models is merged) on Monday (hopefully).
