Docs site has closed #211

Due to PaaS decommissioning the docs site is now closed

There's a redirect back to this repo url

Also remove the deploy workflow

Is it worth removing this at the same time or as a follow up? https://github.com/alphagov/tdt-documentation/blob/main/.github/workflows/deploy.yaml

Won't trigger if there are no more PRs, but perhaps best not to have deploy scripts we never want to be used?
