Tests for collapsible navigation are not comprehensive

As noted in #238, the tests for the collapsible navigation JavaScript are not particularly comprehensive.

They do not cover things like:

• skipping navigation items without children
• the expanded/collapsed state being set correctly
• the label for the expand/collapse toggle being set correctly
• sections containing active headings being opened on page scroll
