Release v2.4.0 containing various a11y fixes #247

Sorry for goal hanging - all credit for this release to @colinbm and @36degrees.

This just bumps the version number. I don't think it will be a breaking change for most users, so I figured a minor version bump was fine. Happy to change it if people think it's time for 3.0.

Also feel free to close this if there are other changes we want in the next release that haven't merged yet.
