55706190 invalid country group and description on measure

Fixes several issues as seen in the attached screenshot, i.e.:

• Adds several national country group names. Only for those country groups that currently have measures built. Waiting an answer from HMRC to clarify about what should we do about others (see Matt's comment in the ticket).
• Fixes ChiefTransformer measure association to TARIC country group. We used to map just CHIEF countries to TARIC countries by using Chief::CountryCode now we do the same with Chief::CountryGroup with CHIEF country groups.
• Fixes national certificate description (see screenshot), that was caused by mass rename of standing national data.
• Fixes national certificate type validity period by adding validity start date which is necessary as it's part of association query.

HMRC have not got back to me for a couple of weeks with an answer, there are obvious issues fixed by this PR. If the data is supposed be looking broken I'll eat my hat.
