This is to fix an issue with transfer ot bearer tokens. See https://github.com/alphagov/signonotron2/pull/245 for details.

Bumped plek to get development mode default values.

@alext re: plek does that mean that it can run without govuk_setenv? if so :+1:

Yep, the plek bump means govuk_setenv is optional in development mode.

I've rebased to resolve the merge conflict.
