Example: https://www.gov.uk/trade-tariff/headings/6309 should be declarable and show measure list.

Will fix the build, sorry. I thought I didnt open PR yet :)

I think I'll leave it to you. The distinction between :non_grouping and :non_declarable in the factory is confusing me.
