Add national footnote for codes under heading 3826. #64

This change is for https://www.pivotaltracker.com/story/show/42351465.

All of the declarable (accessible) commodities under 3826 should have a new footnote (05976 - Goods under this heading may be liable to Hydrocarbon Oils duty - see Volume 1, Part 12, para 12.15).
